VACANCIES FOR OUR ENGINEERING DEPARTMENT

Taknia Libya Engineering Company TLEC requires the following engineering staff to work in engineering design office in Tripoli Libya:


Role and Responsibilities: Management and technical direction of the delivery of instrumentation and telecommunications design for multidiscipline projects. Responsibilities include ; Execution of project work including feasibility studies, conceptual design, FEED and detailed engineering within budget and schedule. Develop philosophies and scopes of work, working closely with clients and project management. Preparation and checking of all discipline deliverables including philosophies, specifications, schedules, drawings, calculations and other deliverables in accordance with industry best practices and standards. Interfacing with other engineering disciplines and project management. Preparation of reports. Support for procurement, construction and commissioning. Technical direction of the instrument and telecoms team comprising Libyan and international staff. Management and integration of specialist external consultants as required. Mentoring of trainee Libyan engineers. Quality management related to the discipline. Contribute to continuous improvement of working methods and procedures. Education and Professional Affiliation Requirements: Recognised engineering degree in a related discipline. Chartered Engineer (UK) or Professional Engineer (USA) or equivalent. Professional Experience Requirements: Minimum 15-20 Years experience in delivery of oil and gas, refinery and chemicals projects including conceptual design, FEED, detailed engineering, construction and commissioning. This experience must include having worked closely with clients developing philosophies, architectures and engineering solutions during conceptual design and FEED project phases. Sound all-round technical knowledge including control systems (process control, ESD and Fire & Gas), field instrumentation and instrumentation packages including metering systems, tank gauging and analysers. Good understanding of telecommunications and security systems. Experienced as a LEAD, having gained much of the experience in a structured design office environment, preferably with a recognised international engineering contractor. Must be able to demonstrate has held responsibility for managing a team and direct production of engineering designs for all project phases including conceptual design, FEED and detailed engineering, demonstrate has held responsibility for developing and working to budgets and schedules. Excellent spoken and written English including proven ability to write specifications and reports.


Qualifications and / or Experience Required: Degree qualified from a recognized University as a minimum qualification. Lead Engineer in an engineering design role for the past 5 years. Not less than 15 years Process design experience. Green field and brown field oil and gas plant Process design. Onshore and, preferably off-shore, Process design. Experienced in all aspects of oil and gas design projects including conceptual engineering, FEED, detail design and construction support. Familiar with International codes and standards, such as BS EN, API, ASME, NFPA. Previously developed Process designs and documentation, such as design philosophies, datasheets, calculations, PFDs, UFDs, Material Selection Diagrams, P&IDs, Heat and Material balances, equipment / line sizing, PSV sizing, computerized process simulations using HYSYS, PIPESYS, FlareNet, etc. Participated in HAZIDs, HAZOPs and other safety reviews. Process system de-bottlenecking. Strong team player with excellent communications skills in English language, both written and orally. Reports to: For specific projects; reports to the designated Project Manager. Corporately reports to the Engineering & Projects Deputy Manager. Responsibilities: Has responsibility to oversee the following aspects of his assigned project(s) from contract award to close-out, which may included bid preparation including man-hour estimation and CTR preparation, feasibility studies, conceptual design, FEED (Front End Engineering Design), detail design, independent of, or as part of an EPIC contract, procurement, construction engineering support, as-building. The LPE will be responsible for: Managing and technical direction of the Process engineering design of the project. Ensuring that the Process design meets the contract Client’s scope of work by producing the agreed documentation, including philosophies, specifications, calculations, studies, drawings, reports, manuals, requisitions, etc., as necessary to meet the project contractual requirements in accordance with the applicable codes and standards. Technical integrity of the Process deliverables. Control and reporting of the Process project team performance to ensure adherence to the schedule and allocated man-hours. Process administration requirements of the project. Ensuring that the latest functional project roles are maintained on health, safety, environment, quality and engineering associated to the execution of the project. Participation in both Client and internal project meetings to collect and disseminate information pertaining to project and departmental issues.Assist in the training and development of suitable Libyan staff engineers to progress their development towards becoming lead engineering staff within the Company.

Experienced in all aspects of oil and gas design projects including conceptual engineering, FEED, detail design and construction support. Familiar with International codes and standards, such as BS EN, ISO, API, ASME, NFPA. Experienced in design engineering of and modifications to, pressure vessels, tanks, pumps, compressors, turbine drivers, heat exchanger etc. including equipment lists and sizing of mechanical equipment including driven and prime movers. Experience in FINGLOW / PV ELITE / COMPRESS engineering software and Microsoft Office software. Preparation of enquiry requisitions, bid evaluation, short listing, vendor selection, purchase orders, technical control of vendors and processing of vendor data. Strong team player with excellent communications skills in English language, both written and orally. Reports to: For specific projects; reports to the designated Project Manager. Corporately reports to the Engineering & Projects Deputy Manager. Responsibilities: Has responsibility to oversee all Mechanical aspects of his assigned project(s) from contract award to close-out, which may included bid preparation including man-hour estimation and CTR preparation, feasibility studies, conceptual design, FEED (Front End Engineering Design), detail design, independent of, or as part of an EPIC contract, procurement, construction engineering support, as-building. The LME will be responsible for: Managing and technical direction of the Mechanical engineering design of the project. Ensuring that the Mechanical design meets the contract Client’s scope of work by producing the agreed documentation, including philosophies, specifications, calculations, studies, drawings, reports, manuals, requisitions, etc., as necessary to meet the project contractual requirements in accordance with the applicable codes and standards. Technical integrity of the Mechanical deliverables. Control and reporting of the Mechanical project team performance to ensure adherence to the schedule and allocated man-hours. Mechanical administration requirements of the project. Ensuring that the latest functional project roles are maintained on health, safety, environment, quality and engineering associated to the execution of the project. Participation in both Client and internal project meetings to collect and disseminate information pertaining to project and departmental issues. Assist in the training and development of suitable Libyan staff engineers to progress their development towards becoming lead engineering staff within the Company.

Familiar with International codes and standards, such as BS EN, API, ASME, NFPA. Good working knowledge of Microsoft Office computer programmes. Coordinated and produced EIA study reports. Coordinated safety studies and reviews such as HAZID, HAZOP, QRA, SIL, explosion and blast over-pressure, etc. Participated in HAZIDs, HAZOPs and other safety reviews. Previously developed HSE designs and documentation, such as design philosophies, definition of fire & gas detection requirements, fire fighting systems, escape and evacuation requirements, etc. Preparation of enquiry requisitions, bid evaluation, short listing, vendor selection, purchase orders, technical control of vendors and processing of vendor data. Strong team player with excellent communications skills in English language, both written and orally. Reports to: For specific projects; reports to the designated Project Manager. Corporately reports to the Engineering & Projects Deputy Manager. Ensuring that the HSE design meets the contract Client’s scope of work by producing the agreed documentation, including philosophies, specifications, calculations, studies, drawings, reports, manuals, requisitions, etc. as necessary to meet the project contractual requirements in accordance with the applicable codes and standards. Technical integrity of the HSE deliverables. Control and reporting of the HSE project team performance to ensure adherence to the schedule and allocated man-hours. HSE administration requirements of the project. Ensuring that the latest functional project roles are maintained on health, safety, environment, quality and engineering associated to the execution of the project. Participation in both Client and internal project meetings to collect and disseminate information pertaining to project and departmental issues. Assist in the training and development of suitable Libyan staff engineers to progress their development towards becoming lead engineering staff within the Company.
